For home care specifically, Manchester runs a framework split into three geographic lots, covering the north, central, and south of the city. A set number of providers are appointed to each lot, and providers are generally not appointed to more than two lots. Council home-care work is then allocated through that framework rather than picked up ad hoc, so being on it is what gives you access to council-funded packages. The contracts are designed to be open to smaller providers, not only large national chains.
Providers apply through the council’s e-tendering portal, known as the Chest. Framework opportunities open at set times rather than continuously, so the practical approach is to get your business registered and your documentation ready, so you can move quickly when a framework or a place on it opens. Private clients and other funding routes sit alongside council work, but the framework is the main route into local-authority-funded care.
