Adult social care in the city is led by Leicester City Council, which has historically commissioned home care jointly with the local NHS. Understanding how the council contracts matters if you want to win council-funded work, because the city has a large care market but a comparatively concentrated commissioning model.
There is a striking gap between how many providers exist and how many the council actually uses. Recent council figures showed around 167 home care providers registered with the CQC in Leicester, but the council commissioned only about 31 of them on its framework, and a handful of those providers delivered more than half of all the council-funded hours. In other words, a lot of registered providers compete for a relatively small amount of council work, and the providers who hold framework places do well from it.
The council’s home care work runs through a framework, procured through the council’s adult social care procurement team and historically split into lots, and it has been through a fair cost of care review and re-procurement in recent years. The practical takeaway for a new provider is that council work is competitive and concentrated, so a strong, compliant, well-run business and a clear plan for private clients alongside any council work is the sensible approach.
